Framework Design
Standards-First Design
CJIP is designed as a standards-first framework. The certification pathway is separate from any single technology vendor or implementation tool. CJIP standards may be implemented through agency systems, internal documentation tools, approved third-party platforms, or qualified implementation partners.

Jurisdiction Integrity Protocols
Documented protocols for accurate jurisdiction identification, structured 911 communication, and crisis-to-dispatch handoff procedures. Developed from frontline emergency communications experience and documented failure analysis.
Documentation Standards
Audit-Ready Documentation Requirements
Minimum documentation requirements for certified agencies, including call records, training completion records, quality assurance reviews, and incident documentation. Standards are designed to satisfy legal defensibility and grant accountability requirements.
Training Standards
Certification and Competency Requirements
Defined competency requirements for each certification level, including knowledge assessments, scenario-based testing, and practical evaluation criteria. Training standards are independent of any specific delivery platform.
Quality Assurance
Ongoing Compliance Standards
Requirements for annual recertification, supervisory quality review, and agency-level compliance reporting. Quality assurance standards ensure certification remains meaningful over time.

CJIP standards are maintained independently of any technology vendor, government agency, or commercial interest. An advisory board and pilot-agency review process is in development to ensure ongoing standards integrity.

Independence
Standards Independence
CJIP certification is based on standards compliance, training completion, documentation integrity, and quality assurance practices. Certification is not contingent on the purchase of any specific software platform, technology product, or vendor service.
Agencies may satisfy CJIP documentation and training requirements through any system or tool that meets the defined standards — including internal agency systems, existing documentation platforms, or approved third-party tools.
